API Access gets access to what?

If I create API Credentials and supply them for integration by a developer in a custom website what can they be used for?

 

e.g. is it possible to use them to:

1. View transaction history?

2. Send money?

3. View/Update profile information?

The PayPal API enables you to programmatically complete many functions on the PayPal platform, such as the ability to process credit cards, send money, issue refunds, and search transaction history.  Don't believe you can update one's profile.

I checked out the API reference: https://www.x.com/developers/paypal/documentation-tools/api

Allows access to do pretty much anything on the PayPal account and cannot be restricted to perform only certain functions.

 

Quite scary.
