No I am sorry that is wrong advice. The contract for the parcel to be delivered is between the seller and Parcelforce and Parcelforce will not refund us as we did not pay them to send the parcel, the seller did. The seller can claim from them. we can't. This method Paypal uses is not acceptable, when evidence is gathered and sent to them and they promise to look at it then just rule in the sellers favour it shows bias towards the sellers not the buyers and is totally unfair.   Following this I will never use Paypal again and my wife has already closed her Paypal account.   It this is the way Paypal operate then they will lose customers at an alarming rate and perhaps then they will examine their methods.   ... Not quite the same, but my order was delivered to the wrong address and parcelforce tried to get it back but could not as the person had moved house. I had CCTV proof that no deliveries were brought to the correct address on the delivery date and also correspondence from Parcelforce(UK) to say that the parcel went to the wrong address but still Paypal ruled for the seller. They seem to be blinkered and rule for the seller on lots of disputes and when I appealed they opened the case and closed it again ruling for the seller within an hour and case was closed.   In the UK you can claim through your bank as Paypal take by direct debit or debit card and our bank refunded us the money and charged Paypal but you have to stop the direct debit because Paypal try to take the money back out. Parcel delivered to the wrong address

This is just a catalogue of disasters and Paypal have wanted to help at all.  At the beginning of November I ordered a games console for my brother.  It cost almost £90, free delivery.  He rang to say he had not received it.  The seller sent the tracking details and said it had been signed for but clearly not by my brother.  Parcelforce investigated and eventually said it had gone to 24A High Street (not 24A Upper High Street which was the correct address on the parcel), they had tried to retrieve the parcel but had no joy.  We later found out that the lucky recipient had moved later that month and there was no chance of getting it back. The seller asked us to claim from Parcelforce but they would not refund us as we had not paid them to deliver.   We tried to claim a refund from Paypal but they kept saying the parcel was signed for and delivered. We sent CCTV evidence that no one had delivered to that address on the date claimed and later evidence that Parcelforce admitted to delivering to the wrong address but they just closed the case in favour of the seller.   So we were forced to go to our bank and claim from them which we did successfully and at the same time cancel all the direct debits on the account so Paypal could not try to claim the money again if we were successful.  The bank did refund us and Paypal tried to claim the money back through the direct debit but could not as the direct debit was cancelled.   I am now trying to close my account as I could never trust Paypal again.
