Hi, Matt I had the exact same problem. PayPal was using an old work number and all of a sudden it started asking me for a secondary verification - with a number that I had no access to. Just like you, I could not lot in to change it for the same reason. I had been using PayPal without a problem before tonight. I remembered that I had activated my VPN, so it did not recognize my location (VPN choses a server anywhere). In any case, I turned off my VPN and Voila! everything worked. The first thing I did was log into paypal and update my account settings. I hope this was the same with everyone here. Bro
