Extremely unhappy with case resolution

Hello everyone,   I'd like to see what your thoughts are & whether any of you have had a similar experience.   I made a payment to Google Play to purchase a digital good. Google Play payment process was complete and the fund was withdrawn. However, I never received the digital good I ordered so I contacted the developer. After days of investigation, the developer confirmed that there is no transaction on their record and that they received no fund from me through Google Play and therefore they would not deliver the digital good I demanded. The customer service team of the developer recommended that I provide their confirmation (by screenshot etc.) to the seller as evidence should I file a claim for a refund. In the meantime, Google refused to provide a refund because they only provide funds for digital purchases in a short time window, even if the transaction was never received and/or recognized by the developer and I never received the good that I ordered.   I opened a petition at Paypal, as I used Paypal for Google Play payment. Of course, I provided screenshots of Google's message refusing to issue a refund and the developer's confirmation that the transaction was never made.    Paypal denied my claim saying that "our records show that the item of service associated with this transaction was delivered to you". This does not make any sense. First, the developer confirmed that the transaction was never made. Naturally, they did not deliver any item to me. Did Paypal review the evidence I attached at all?  Second, how is it possible that Paypal's records can show that the item was delivered to me? I am disputing Google's charge. While I made a purchase on Google Play via Paypal, Google was not the party to provide an item or service. It was the developer, who confirmed the non-transaction and the non-delivery of the item.   Paypal states that their decision is final. While the amount of the fund I'm disputing might be insignificant, I am extremely disappointed at both Google and Paypal for the poor customer protection even with the express confirmation of the developer that was provided as evidence that absolutely supports the customer's case.   Could you provide any suggestions as to my next action?   ...
