I have a problem making a payment (the SMS message with authorization code does not arrive on my phone).
However, I can't find any FAQ information on what to do in this instance.
So I want to report the issue to PayPal. But when I go to the issue resolution form it requires me to select an existing transaction to report an issue.
My question is, how do I report an issue trying to make a payment (i.e. before the transaction has been created)?
Once I have solved this problem I will be able to report the issue with the SMS authentication and try to solve that issue. Then hopefully make a payment.
