Exactly the same problem, around the same time frame, but this is the second time it has happened to me, the first time a couple of years ago, I talked to a CSR ay Paypal, and it was cleared up in minutes. I have also been a member for at least 10 years, and if I had to guess, I have done 50k+ in transactions over the years. Same story, called about no instant transfers, got the same, "try again later" info. Tried, and it let me do about $30 in instant tranfers, then cut it off. (I had 11 bids to pay for between $1 and $180 dollars). Called Customer service and they gave me the "security model" storyline, and I was assured it wasn't my account, that it was something with the seller (All 11 of them?!?!?), but hey would push my account to review by the fraud department. Next day, same thing, cut off at about $30. Called again, got the secuity model response again, and another promised to be called about the issue). No call yet, but I just tried to do a buy it now for $6 and it refused instant transfer. Called yet again, and told there is NOTHING anyone can do, it is the security model, and no one has access to that. Huh? So the computers decide based on a whim? For some reason, my account has been red flagged, but they won't explain it. So I am going to pay off my winning bids with a Credit Card, then close up eBay, and probably Paypal too. **bleep** it, if this is how they treat "valued customers" then I would rather pay retail.
