An authorization guarantees the merchant that they can collect the funds once an order has shipped. Therefore, the buyer can't cancel it. It will however automatically release after 29 days if not captured. A dishonest merchant is more likely to use a straight up sale. The odds are these folks are just incompetent, but, that does mean they may end up shipping you order after a long delay and then you get charged. If you no longer want it and can't reach them you will need to wait the 29 days.
