Green Dot Money Pak

I just discovered that Green Dot limits using a Money Pak to reload a PayPal debit card to $250 a year.  There's no limit to reload their cards....just PayPal.  I found this out the hard way when they wouldn't honor the $20 Money Pak I purchased.  After raising **bleep** enough to finally get a Green Dot supervisor I was able to get them to give me a temporary debit card (which is just the number....no plastic)...otherwise I would have been out $20. ... I felt the same way for my first year as a member of Paypal but when I wanted a debit card so I could access my money through an ATM I had to relent.  But I have never had a problem.  And if I did I know that PayPal would make it right as they have always done for me.  I am more than satisfied with their security and support staff. ... The limit is Green Dot....not PayPal and it is only for using a Money Pak to reload your PayPal card.  I just discovered that Green Dot limits using a Money Pak to reload a PayPal debit card to $250 a year.  There's no limit to reload their cards....just PayPal.  I found this out the hard way when they wouldn't honor the $20 Money Pak I purchased.  After raising **bleep** enough to finally get a Green Dot supervisor I was able to get them to give me a temporary debit card (which is just the number....no plastic)...otherwise I would have been out $20. ... I have been trying to fill out the Unauthorized Transaction form.  I click on the "Get PayPal Transaction ID" button and then click on the Transaction ID number on my statement but when I click on the "Continue" button I get the following message...."The ID number you entered does not correspond to a payment and is ineligible for submission through this webform. "  I have even tried manually entering the Transaction ID numbers but I get the same message.  Does that particular page have some sort of glitch that is sticking me in this endless loop?  How can I report 3 unauthorized transactions on my PayPal Debit Card if I can't get past this loop? ...
