My customers are getting an error when they try to pay with Paypal.

These were customers from Germany. Last week I had an order from the US which was paid by Paypal and there was no problem.
So, I don't understand why US customers have no problem paying with Paypal and German customers are getting the above error.
I (Netherlands) tried to place an order on the website and got the same error.
So it is probably a global problem which started recently because I already had payments done by customers without any problems.
I opened a ticket with the technical support almost a week ago but I am getting no response which I think is very bad because I amn losing money if customers can't pay.
