Case Denied... Never Received Item Case: PP-D-7017...

I purchased an item from a merchant.  I used my Paypal account to pay for the items and had it sent to my primary Paypal address; my home.  I reveived an email stating my items were delivered, what date it was delivered and who signed for the package.  The package was delivered to another city over 148 miles from my address.  I attempted to resolve the issue with the merchant... they never responded. I opened a case with Paypal resolution center.  I was informed my case was denied because the records show it was delivered.  Again, the package was delivered 148 miles away from my home.  I tried to contact Paypal about the issue, no response. I filed a second claim and it was instantaneously denied and the case was again closed.   I called Paypal and they have an automated system stating they have no one to answer calls and hangs up. Paypal stated the following in their email: Qoute " We received the case(s) you filed on June 7, 2020. We have reviewed this transaction(s) and are denying your case(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered. We're sorry for any problems you may have experienced with the transaction(s)." <End quote>  I never claimed the package wasn't delivered, I claimed the package was delivered 148 miles from my home.   All avenues to resolve my issue have been shut down by Paypal.  I am being held accountable for either the merchant mislabeling the package or the shipping carrier delivering the package not only to the wrong address, but to the wrong city.    How do i get my money back? ...
