@Galbenus Paypal will email you 'if' you are allowed to withdraw after 180 days and you would be allowed to withdraw to any bank accounts or cards available for withdrawal in your country. You can't withdraw to another paypal account as you are banned permanently and not allowed to ever open another paypal account.
