I see the forum pages keep growing on this topic.  Here's the deal - ChicV International Holding Ltd. is a recognized scam, yet I see ads for all of their shadow stores on EVERY single platform and site I go on.  AOL, MSN, Amazon, Facebook, and any other site you can think of that accepts ads.  All of the companies that run their ads profit from doing so, which makes them all complicit in the scam.  Many of the companies helping the scam along - I'm looking at you, Paypal, Facebook and Amazon - are well aware of the scam.  By denying customer claims these companies continue to profit retaining the processing fees, ad fees etc.  ChicV can't do it all by themselves, they have plenty of help along the way.     What is so disheartening is that this is becoming par for the course in American industry.  I had to fight Paypal quite hard to get my refund back from ChicV.  My route to resolution was sending repeated emails to ChicV, documenting their responses, and making it perfectly clear each time that I was aware of their scam.  I have also wasted some time leaving negative reviews and fraud reports on every ad of theirs I see on Facebook.  Ditto with paypal in terms of letting them know that I was aware of their complicit behavior by processing the orders knowing what kind of reputation ChicV has - they also have a Facebook page where I enumerated my complaints.  It shakes companies up to be dragged on social media.  Trolls might come after you but it still helps your case, I think.  I bumped my case to a claim and was very clear about what was going on and Paypal decided in my favor because, they said, ChicV never responded.  Which is true, they didn't once it was bumped to a claim.  Interesting.  I didn't have to return any items, either.   I also just got out of a nasty battle with Amazon regarding a hacked gift card balance in our account and the treatment was very similar.  2+ weeks of negotiating to get the problem resolved, with shabby treatment all the way along.  I will say one call to B of A resolved any problem on that end.  So why can't Paypal and Amazon provide similar customer service?  They lose customers this way, I would think it costs more to have so many different departments and people to handle the same issue over and over.  The process is deliberately designed to wear down the customer as a way to retain the funds.  Think of the millions these companies make in interest on these illegally retained funds.  If you google Paypal's legal history it's not pretty. They've been sued MULTIPLE times for illegally retaining customers' funds but they still keep doing it.     These unethical business practices on American companies' part are a larger part of the problem.  As always with advertising, buyer beware.  However, that said, one would expect that a company like Paypal would vet their sellers better, especially a seller that's running a criminal racket and major fraud.  If you don't win your case against Paypal, I would definitely make a complaint to the Better Business Bureau, they can help resolve claims and they have a great site where you can file your complaint.  You can also take your fight to Consumer Reports online and there are government sites online to help file fraud claims and claims against businesses who are defrauding you.  And Paypal is defrauding you when they don't side with the customer on these ChicV complaints.  No doubt about it. ... Joined!  I have noticed many other platforms also advertise ChicV's "sites" - AOL, to name one other than facebook.  Looks like everybody loves the $$; after thinking it over, not surprised by Facebook's complicity.  Zuckerberg likes to present like a fresh-faced kid but he's just as dirty as everyone else, given facebook's track record.   ... Amazingly, I received a full refund, and did not have to return the items.  ChicV never responded when I bumped my dispute up to a claim.  However, it's obvious that everyone on this thread deserves a refund, and Paypal shouldn't be cherry-picking their refunds to give to the most disgruntled customers, of which I was one.  I recommend bumping your dispute to a claim, bombarding Paypal's facebook page with your complaint, contacting as many people at Paypal as you can etc. letting them know you are aware they are in on the fraud, and letting ChicV know exactly what you think of them in the transaction sections you fill out in your claim. Make it clear you know they are fraudulent.  Do not accept their 15% or 25% refund offers, because they also will say they want you to return the goods, which is nonsense as they often don't accept the packages anyway.  Just play as hardball as they are, demand a full refund, no return of goods.  Also doesn't hurt to leave fraud alerts on sites that pop up as ChicV holdings, it's pretty easy to tell which are which.  Paypal continues to play hardball with its customers but is damaging their "trust" value in doing so, especially when they are complicit in theft with companies such as ChicV.  This was a very upsetting experience, and while I'm glad "I got mine" I still am upset about the fact that Paypal is complicit in these scams.  Talk about buyer beware!!   ... another resource is the better business bureau - google how to file a complaint against Paypal...  the BBB puts the complaints right up there for all to see, so it serves as a public platform for consumers to use in filing their complaints outside of Paypal's labyrinthine "dispute" process.   there is also an "e" consumer government site...   also check out Paypal's wikipedia page - gives you an indication of their embattled legal history particularly as relates to defrauding/withholding $$ from their customers.  Welcome to the dark side.  😕   Paypal also doesn't seem to appreciate the negative input on their facebook page either- they will try to sideline you with a request for a "private message" with their auto-bot; I eventually got a live person but then that also went nowhere.  Supposedly my claim has been bumped to a security specialist but haven't heard from said specialist in three days.  So must not be very special.  It's all just a game to them, I'm sure all Paypal quarters are fully aware of scam.   ... How did you get refunded by Paypal?  I am in the dispute process right now, should I bump it up to a claim?  and have also contacted Paypal customer service... but not getting very far.   Did you contact the headquarters as others suggested?  Thanks for any guidance!   ... View more

Yup.  In the middle of a dispute with this company as well.  DO NOT BUY FROM any of CHICV INTERNATIONAL's holdings.  They advertise under numerous names on Facebook and elsewhere.  If you check F/B's page transparency and you see that that one or two people in China manage the page, you can pretty much bet it's CHICV.  They are running a completely fraudulent business, ripping off other companies' images along with their customers, and Paypal is participating by allowing them to use their site for payment processing.  So is Facebook.  Sickens me.  Hundreds of complaints to Facebook and Paypal and they still do business with CHIC V, in spite of all their efforts at "transparency" and "responsibility" toward their customers.  So much for good faith.   I wish that I'd done this research beforehand, but CHICV doesn't even show up until the transaction page on paypal, so I would have had no way of knowing what a fraud they were until it was too late.  This is why I hold Facebook and Paypal responsible as well.  There is no way both companies don't know about this. ...
