So back to you Paypal - i would presume the import charges will include the postage and conversion rate (not live xrate but at least reasonable estimate) - and not turn into twice as what has been quoted for and displayed on invoice. One thing is for sure though - it is definitely media worthy. ... View more

Thanks for your explanation, but I kinda know it's gotta turn into a situation where paypal says its ebay's fault, and ebay says its paypal's fault. Here's a conversation I've had with ebay: Hi, I have recently bought item number 113715145724 from eBay, and have been charged the wrong amount. Amount on invoice $232.96, actual charge $243.9. Can you please explain the discrepancy? Michael 11:44 AM Hi, welcome to eBay Australia Live Chat! My name is Michael and I'll be happy to assist you today. Michael 11:44 AM Good morning. Michael 11:44 AM Let me check this for you. Michael 11:46 AM Thanks for waiting. amyguo0 11:46 AM no worries Michael 11:47 AM Upon checking, I can see that here on eBay we only charge you $232.96 for the purchase. Most likely, PayPal put a charge on top of it for conversion fee as the item is GBP currency. Have you tried to contact PayPal? amyguo0 11:48 AM Yes i have - they said that they process any payments ebay sets on the item, they asked me to contact you amyguo0 11:49 AM it doesnt make sense that paypal charges me conversion fees, i have purchased other items from ebay before, and it always come to the same cost amyguo0 11:49 AM also, i think the issue comes from the import charges, pitney bowes charged me almost twice of what ebay has quoted for Michael 11:51 AM PayPal is actually the one who process payments made here on eBay regardless PayPal or credit card transaction. Conversion fee is not visible on eBay but can be seen in PayPal. This usually happens if the item is overseas. Pitney bowes will also charge on top of the tax since they're the one who's going to post the item to your location. amyguo0 11:52 AM ok, just wondering why do i have to pay postage twice amyguo0 11:53 AM also can you please send me a copy of our conversation via email - *my email deleted* Michael 11:53 AM Actually this is what's happening. The postage that you paid was for the seller to post the item to the global shipping centre and the Import charge that you paid is for the tax and for the centre to post the item to you. Michael 11:54 AM Sure. After this chat, you will receive a copy to your email. amyguo0 11:55 AM but import charges is not applicable to all items purchased from overseas, is that correct? amyguo0 11:56 AM I've paid gst on items shipped from china, but never import charges amyguo0 11:56 AM also, if paypal is charging additional fees, shouldnt that be calculated and clearly communicated to the buyer prior to purchasing the item? amyguo0 11:57 AM and since ebay and paypal are technically the same company - why is it so difficult to have the additional charge upfront Michael 11:57 AM According to the update last year, GST will apply to items overseas. The only time that it will be excluded if the item is already over $1000 Michael 11:58 AM eBay and PayPal are associated but they're completely 2 different entities. PayPal has their own fees so as eBay. amyguo0 11:59 AM but if ebay is using paypal's service, shouldnt ebay know upfront how much paypal charges, before entering into this agreement - sorry to ask so many questions, but should i know the import charges was twice the quoted value (which is a significant amount amyguo0 11:59 AM i would not have purchased it from ebay Michael 12:02 PM The conversion fee may depend on the amount of the charge of the transaction that is why it was not displayed upfront. You will also notice as well items that has different currency will only display approximate price when converted to AUD as conversion rates changes from time to time. You can ask PayPal as to how the conversion fee calculated and they will be able to explain this to you in details. amyguo0 12:03 PM understand the estimated fees, but the final amount charged to my bank should be the same displayed on the final invoice amyguo0 12:04 PM and my point is, ebay as a vendor to paypal, should clearly communicate paypal's charges so buyers know the cost upfront amyguo0 12:05 PM im sorry i dont think we would reach a satsifactory solution, and surely this is not the first time it would ve happend - this is something i will bring up to the media. thank you for your explanation though ... Hi community members, I have recently bought a dress from Ebay and I have been overcharged from Pitney Bowes for import charges $49.83 (buying from Australia from Britain, Item #113715145724) - DO NOT BUY FROM EBAY AND PLEASE SPEAK UP IF YOU HAVE BEEN THROUGH THE SAME EXPERIENCE.   When buying the dress, I was made aware upfront that the import charges will be around 12.13 GBP which equivalent to around $22.04 AUD and I was prepared to pay, and after winning the auction, the import charges came to $25.55 on my final statement - slightly higher but understanding variable x-rate.   However, on my bank account, I had a deduction of $49.83 to Pitney Bowes for import charges, which is almost twice of what I was made aware to pay. Should I know the import charges being this value (which was clearly not anywhere close to what says on my statement), I would not have purchased the item.   I have put through my Paypal claim, and if paypal is reading this, I request for the difference in dollar amount to be returned to my bank account - if unresolved I am prepared to expose this to the media and go all the way; and request Paypal to fix this discrepancy at a matter of urgency for all users sake - and in the interim, I would not make any more purchases from overseas and urge paypal community to stop using paypal until such matter is fully resolved. ...
