Hello, EOB777. Welcome to the PayPal Community! The situation you've described is not the kind of experience PayPal wants for customers, but it may be easy to resolve with a couple of troubleshooting steps. 🙂
It sounds as though you're trying to create a PayPal account. Is this correct? One thing you may want to do is to log out of everything on your computer, delete the cookies and temporary internet files (through Windows Control Panels including Java, Internet Options and Flash Player, if applicable), and then shut down your system for a couple of minutes at least (including your computer, modem and WiFi router, if applicable). It's also often helpful to try a different browser.
