I'm from USA and i bought an itemfrom Indonesia . it arrived damaged and i request for a refund. the seller asks to send the damaged item back before he issues the refund. Who is responsible for the return shipping cost? If the seller is responsible for that and doesn't want to pay for it. will PayPal rule in my favor for getting the seller refund me? thanks for your responses.
