I bought some socks off eBay and paid for them using PayPal to my Amex. The seller sent the wrong socks and not enough of them (I ordered 50, he sent 24). The seller responded saying he would send the right thing, but then didn't. When I pushed he said to send the item I received back and he would send the right things. I returned them and received nothing back. I asked for a refund and the seller sent a partial refund offer of £3 which I refused. eBay are now saying there is nothing that they can do as the seller ha run down the clock on their 30 refund guarantee. My question is: Can I request a refund from PayPal or Amex?
