Same happening to me and it's really very uncomfortable to keep logging to PayPal and change the "preferred l" card for each payment. I have stopped using PayPal because of that and recurring to other providers in my country. Specially because it's causing problems with sellers and stores given i have to cancel orders that were charged to cards i didn't want to use. Today a PayPal executive tried to help me but still the preferred card is activated and there's no way to deactivate it.

Yes, I hate the fact of not being able to choose what card I want to use at checkouts and having to log on paypal before each transaction to make a manual adjustment. Sadly, I'm stopping to use paypal just because of that.
