Thanks a lot for your help. My situation is that I bought a camera from eGlobaL Central in Hong Kong and was confident to pay for it via paypal because of Paypal's protection. My timeline is below and it is very hard to communicate with the seller. No phone number on website and the phone number listed on paypal is invalid. I can communicate only via email but seller keeps going on in loops. I created a case with Paypal initially for "Item not received". But once the item shipped, I changed it to "item not what was described". Paypal rejected my case. I believe, it is because this is not a case of bad item. I am creating another case with Paypal for Item cancelled but not refunded". I would like to see what my options are. Any help is greatly appreciated. Timeline: eGlobaL Central shipped the order 2 weeks after the order has been cancelled. 1. Order placed on November 25th 2018. Promised 3 business day to ship2. December 3 2018, Order status still in processing. Seller does not respond to questions.3. December 3 2018, Order cancelled using their RMA system. Seller responds that the information has been processed and advises to communicate with <removed> if more details are needed.4. December 3, 2018 sent emails to <removed> referring to the RMA case. Received no response.5. No response for a week. Created multiple RMA tickets asking for status and refund. No response.6. December 12 ( 7 business days later) , 2018 I received an email saying order is being shipped. I immediately wrote back to the same email address <removed> asking why are you shipping when order is cancelled. Immediately received a response saying they never received my cancellation email.7. Show them proof that email was send to the same address and they selectively choose to write back to only the question regarding shipping email.8. Show them proof that the order was cancelled. Proof included screen shots of time date, email addresses, their own website's RMA case and their own response that the message was processed.9. Seller does not acknowledge proof. Keeps going in circles.
