I am going to participate in tender purchases and in the search for appropriate suppliers of products which the customer satisfies the requirements. there is one question. if I make a transfer from the system PayPal and the seller sends me products that do not meet customer requirements. Can I cancel a transfer using your Paypal for as long as the problem is not resolved?
