Hi,
I made a purchase on etsy and sent the money to the seller via paypal. The item was never received so I open a dispute on Etsy but as it was a paypal transaction they cannot refund the money so I have to do it via paypal.
Paypal help says that I need to go to the 'resolution centre' and select 'dispute a transaction' but that doesn't show up on the resolution centre.
All I get is a list of open cases (which is 0 anyway) and nothing to dispute a new case.
There is an option to 'report a problem' but when I start that process it's for unauthorised transactions or suspicious activity which it isn't, it's an item that I've never received.
Do I just continue with that process or is there another way to start a dispute?
