unfortunately,Paypal has never seen the item so no wayto tell who is telling the truth. so the fair way to handle this is ask the buyer to return the item,you get the item back to resell and he gets the money back. if he goes to his cc issuer,it is like Paypal,never seen the item,and it tends to side with its customer,he may not even have to return the item and you will be slapped with a $20 fee ,
