No API access link in Account

Hi, I am trying to set up a mobile PayPal app. It instructs me to go to my Account Information and click on "API Access,"  however, "API Access" is not in my list of options in that column (or in any column). My list looks like this:    Email Street Address Phones and Mobile Payments Password Notifications Language Preference Time Zone PayPal Security Key Close Account Identification Preference So, what am I to do?  Thanks very much for your help.      ...
