I have to clarify now what have happened with this after I was contacted by PayPal Ireland. So the problem was with different transaction using the Revolut bank when purchasing from Aliexpress. The payment was declined by Revolut bank Ireland when I was using bank transfer as a default payment type. It was okay when you use credit card instead of bank transfer. So as a security measures PayPal have removed my Revolut bank from the list also not allowing to withdraw money to it when I was during that transaction process (but it go through before mu Revolut bank account was blocked by PayPal). You have to contact PayPal to re-enable this bank again and you have to agree to the terms they will tell you over the phone then you can add this bank online again.
