So Paypal are the middleman in the dispute system, if the buyer loses they shout its unfair and if the seller loses then they shout its unfair. For services received but not as described it has to be ''significantly'' other than as described. So if you booked an Airbnb and that is what you got then your claim would be denied as Paypal do not get involved in 'quality' issues. So in a way you are right, they don't ''protect'' the purchaser, they give 'some' buyer and 'some' seller protection and then its up to you to risk assess your purchases. Even credit cards deny some claims as they to have terms and conditions. That doesn't stop you taking your own action against the seller and taking them to the small claims court if you think you have a case?
