I bought an item with my vanilla visa gift card through paypal. The seller emails me right away and tells me the item is out of stock and I have an unconfirmed address (which I do) so his system automatically refused the payment and he said my funds did NOT move into his account. But on paypal it says my payment is pending, paypal took 1.95 from my account and it's on "temporary hold" and my gift card was already charged for the item. I talked to him about this and he says I should be able to cancel the payment on my side but I can't! Should I wait a little longer for paypal to send me my refund or do I have to do something?
