@zakisb97 Algeria is an automatic transfer country. If you don't have a Visa card linked to your account, you will not be able to receive payments (you will have a limited period of time to add a card before your receiving ability is disabled). PayPal requests that users link financial accounts registered in the country where their PayPal account was opened. PayPal specifically states in the account functionality link I provided, that, withdrawals are to go "To your Visa card issued in Algeria".
