I'm sorry this happened to you. It just happened to me too, I was wondering if you can give us any update on your situation? I linked my card # to my Paypal account and did not get any error so I thought everything was ok. It did say 1-16 digits so I really thought it is the # in front of the card. I then transferred money from Paypal to my local bank provider in June 14 and status is now completed. I called my bank and they told me they do not see any "floating" transactions. I don't know how to contact Paypal since I am not located in US and I don't want to wait 50+ minutes using Skype to call them...
