I'm trying to add my VISA debit card but every time I'm getting the "we're sorry. we're not able to process your request right now. please try again later" error while trying to link VISA debit card to paypal. I am not able to proceed and add the card. Also, for the record, I moved countries before and closed my paypal India account and now am trying to setup paypal USA. How can this issue be solved?
