Hello, I believe you can still do it without enrolling in the marketplace. Just make sure to choose the payment method as "Bill My Account" when you pay the label and connect your existing Paypal UPS account. Please see the above post to locate your UPS account number. Then you should be able to get the discounted rates. : )
