Hello everyone! I was trying to send money to someone in Russia today, and PayPal refused the transaction. When I called, they said they weren't sure why it wouldn't go through. Anyway, I pulled the money out of PayPal to send it back to my debit card. Paid the fee to have it done quickly, and then they put a hold on MY money for 72 hours!!! When I called back again, they said all of this is for my safety (yeah right) and that the reason I could not send money was because the person I was trying to send to has many disputes against them. When I asked the person about it, they said they have a PayPal account, but haven't ever used it. So, what I'm wondering, can you see disputes against another person if you have their email address? Kinda like eBay? Thanks for the advice.
