I sent payment to seller on 3/16; seller contacted me 6 hours later and said Pay Pal had flagged the transaction and a refund would be issued to me- but I needed to resend payment to receive the tickets that I was buying. I said I would once the refund changed from pending to completed. Yesterday I received notice that the echeque did not process due to lack of funds. The refund is still pending with an expected completion date of 4/3. I have not been able to reach the seller. Can I start an investigation now? ... View more

 I sent money to the seller; 2 hours later he calls and says the transaction was 'flagged" by PayPal because of its size in relation to regular activity in his account. He said I would be issued a refund by PayPal. I checked my account and low and behold a "pending" refund shows in my account. The seller now wants me to send over the purchase price again in order to receive the goods (tickets). I told him I need to wait until the pending refund cleared. He said there was no guarantee the tickets would still be available later on. I am afraid that he will drain his bank account and there will be  no money in his account to complete the refund (expected to clear by 3/22). Is this a scam? I reported this to PayPal but because the refund is pending they said there is nothing they can do at this time. ... View more
