I was struggling to get it working... You will get payment_status "Pending" also if your payment is done in different currency from your default in Facilitator account. To change that, go to Sandbox facilitator account (login to sandbox.paypal.com), got to Account Settings > Payment Preferences > Block Payments , click Update , and select Yes, accept and convert them to <your_currecny>.
