If I know a person's email and send him money through Friends and Family and he is not a paypal member, how can he get this gift without becoming a member and giving personal information about bank accounts?

I have sent money many times for years with "pay for purchase" using a person's email. This is first time it wouldn't let me send money without asking for person's name and country. Why did it do this?
