$1 = $0.66 (!!!) is this right?

I was sent a deposit of US $1 from a guy I know in Jamaica in return for a boost in a game I run.  It is the first money I've ever been given in connection to that game which I've run for 10 years and I have paid $150 per year to rent server space to host it, so I am currently at a $1,499 loss overall, and $149 for the year.  PayPal, for reasons unknown to me, took out a fee of 34 cents, meaning that I only actually received 66 cents, which is hardly worth it.  So what am I doing wrong?  Should I have asked him to deposit it in Australian dollars (I am in Australia)? or Jamaican currency (he is in Jamaica)?  Or was the issue that it was small?  I've never had to pay a fee on any other transactions, regardless of the currency I've used, and I've been using this for more than 10 years (though it only recently converted me to this account for some reason).  Thanks. ...
