Our site uses PayPal APIs to receive money from User A to pay Us a rental fee on an item listed by User B. After the rental is up We return a deposit to User A and pay User B. The problem we're having is our users are having a very hard time verifying their accounts with PayPal. My questions are: 1) is there a way around verification or a simplified way to do it? 2) Are there better API options I should be looking at instead of the REST APIs for receiving money and making payouts?
