Stay away from them, scams that use eBay to conduct fraudulent sales, read Yelp reviews, do a search on Bryan <removed>, scam artist, there account is under suspension, so they will try to offer outside with tactics like lowering price because they can not conduct legal transaction through eBay, do not let them request money from PayPal.
