I can receive and can transfer money FROM PayPal to my bank account, however, I cannot SEND money to another PayPal member FROM either of my "connected" bank accounts. I can move money into - any time, and it always works and fairly quickly. But I can't use my bank account to send money, etc. I get the message: We are sorry, but we could not complete this payment, because it has been denied by the card issuer. Please retry with a different card or funding option to continue with the payment. I contacted my bank and they can't see PayPal even touching either account, they see no access attempts at all. I have tried three browsers and two very different computers, one running Windows and the other a Chromebook. My bank says that there is never any block or limit or anything that can possibly prevent money being used FROM the account and again, money can go into the account. No, I am not using a debit card - there is no debit card connected to my PayPal account at all.
