I'm from outside the U.S. and I just sent PayPal a message over at the Message Center to request the switch from Checking to Savings. At first, I received an automated message, something that was already available in the Help section. So, I told them about it and hoped a person would respond. And they did. A CSR told me it was switched and when I looked, everything was fine. Ask via Message Center. Hope that helps.
