I finally got through yesterday. They said it was a mistake and should not have happened. While on the phone they created a ticket to have it rectified with the IRS. So, they didn't know this was happening, but they could see on my account that I was right. They said they would let me know when they fixed the problem and supposedly they have a "window" to fix it with the IRS. So, if it happened to you, you may wish to call to clarify.
