@Soundsonline May be that was an exception as you owed paypal money. But normally you can't 'add funds' to your paypal account via a card only via a linked bank account. However you don't need funds in your 'paypal balance' as a buyer as when you complete checkout paypal will take it directly from your card if you select that option to pay.
