Basically Im having same issue. NEW PHONE number I LIsted and deleted old. But pay pal secrity issue is Problem. I Cant send out payment just because I cant Recieve phone call on the old number. No its not listing Any number when pay pal trys toto varify its me. So I cant Verify its me. I can use paypal debit card for transactions and Recieve money although one evening at dinner the transaction Wouldnt go through either. Very frustrating I have called pay pal twice. No help
