I understand you are having trouble to link your bank account. Kindly contact your local PayPal support line as they will be able to look into your account and further investigate on the issue. However, in regards to making a payment to your friend's PayPal account, yes your are able to do so. Kindly note, if you are transacting between India PayPal Accounts, you can only make payments to your in INR currency.

I understand your bank account has been deducted twice with the same amount on two separate occasion. Kindly check if you have subscribe for any pre-approved payments. When there is pre-approved payments active, merchants will be able to charge your PayPal account without you having to manually authorize the transaction. I understand you are having trouble to receive payment. At times the issue could be on the sender's end. Therefore, kindly contact your local PayPal support line and also request your friends to contact PayPal so that their accounts can be looked into as well. Kindly check if your email address has been confirmed. If it is not, you will not be able to receive funds. If your email address has been confirmed, kindly login into your PayPal account -> Click Activity on the top of your page. If any transaction made successfully to your email address will be reflected in your Activity page. I understand this can be a frustration and I do apologize for the inconvenience faced.

I understand you've receive an notification stating 'maximum transfers made'. Kindly check if your PayPal account has been verified. If you PayPal account is 'Unverified', there will be limit on how much you can withdraw from your PayPal account on a monthly basis. Usually when your PayPal account is Verified, the limit is removed. You may contact your local PayPal support line for further clarification on this matter.

When a payment is made under the category of Friends & Family (Personal Payment), the funds will be available immediately. However, kindly note PayPal operates as country specific hence the PayPal feature differs from country to country. In other words, not every country has the feature to make payment through Friends & Family.

You can obtain the verification code in your online banking at your transaction page. Once you have confirmed your card, both the amount that was charged will be refunded back together instantly.
The refund might take up 5-7 business days or latest 30 days depending on your bank process time for the refund to appear in your card.
