I too have been able to use it many times, until now.. After trying about 20 different items I was able to purchase one item PAD on Ebay, but even after that I still don't get the option on any thing else.

I was told by Paypal that the seller has nothing to do with the decision. That Paypal pays the seller at the time of purchase and they never know if it is PAD or not.
