Hi, I worked out a deal with a seller that I found on a shopping app. He told me if I could pay him through PayPal. After asking for him to send me an invoice he told me to send the money to a specific phone number he has, as goods and services. He said its easier because he would be asked to open a new account and then he could get the money easier. Just not sure if this is covered but buyers protections or not. The product I am trying to buy is a Ps4 with 2 controllers and couple other stuff. Is this covered by PayPal, if the seller does not send me what I am purchasing, could I open a dispute? Thank you.
