On 10/20/17 i purchased an item from UK based website, who claimed they ship internationally. I paid, they took money from my bank account on 10/23 and that same day informed me that they won't ship to USA. They emailed me and they said they want to refund my payment but they can't since they are unable to find the transaction in their paypal account. I immediately knew i was going to have an issue. I sent them them transaction number, to which they replied that they still can't find it. So i opened a dispute, figuring that was the easiest way to receive the refund. i told them they should go to resolution part of theyr paypal account and respond from there, i even sent them instructions on how to refund from the open case, but then they started to blackmail me, asking me to close the paypal case before they issue a refund. There are at least 14 emails between them and myself, begging for a refund, and in each and every one they are telling me they won't refund until i pull the case and close it. I uploaded those emails to paypal as well. There was zero response from them, first to a dispute, than to an escalated case. Paypal gave them until November 6th to respond, which i don't know why, when i have an email which shows a canceled order on 10/23. Of course they haven't responded yet, 6th came and went, but my money is still with them. I keep emailing paypal, but i am getting no response. This is not the protection i was expecting, after 15 years with paypal. Since money was taken from my bank, and not paypal balance, i think tomorrow i will file with my bank to try and get my money back. At this point, i feel like i want to refrain from using paypal payments anywhere. This isn't a dispute about item received or not received, this is a canceled order, and a blackmail into closing the case, yet paypal is giving the seller all the leverage here. So why can't i get my money back?
