Double-charge of my credit card by paypal (only on...

I made one £3 purchase on 12 Oct,  and one transaction only shows on my paypal activities list on 12 Oct.  However there are two absolutely identical £3 charges to my Amex credit card (already confirmed and processed, not pending, so they will not go away or expire!), both saying "paypal kellogg".  I filed a complaint to paypal, paypal agent (Joseph) was not thorough with it at all and denied double charges to the credit card.    What's  my best course of actions from here?   I can chargeback with Amex I guess, but i don't want to create future problems with my paypal account or incidentally leave the item marked as unpaid (I mean it WILL be paid for by the remaining transaction, but who knows how paypal will process it...) . I found a couple of treads here describing the same paypal glitch, but on those occasions paypal was aware of their technical faults, and refunded without questions - and with apology, which I think they owe, as it's no different from stealing!! ...
