Let me first say that I have had a verified Paypal account for over 15 years. I am a huge fan and have NEVER disputed any of my 400+ transactions over those 15+ years. Until now. I ordered a $40 item on 8/23 thatwas guaranteed delivery in 2-3 days. On 8/29 I emailed the merchante with no response. On 8/30 I emailed the merchante with no response. After that I disputed the charge with Paypal saying that the item did not arrive in the promised time and that the merchant had not responded. They took a few weeks and then on 9/15 said they would side with the merchante because they showed Paypal tracking info that the item had been delivered. They never showed me, mind you, and the item had NOT been delivered so I appealed their decision and they told me to hold tight. In the interim i emailed the merchant 9/15, 9/20, and 9/22 to ask that they overnight the item to me since it had never arrived. Again, the merchant never replied. Today Paypal says they are denying my appeal because the merchant showed them tracking information thatthe item was delivered. Here is my question. I do not know if the merchant is lying or being deceitful or if they honestly shipped it and it just got lost or delivered to someone else's house (it is a device to stop snoring so I don't think any neighbors would be trying to steal it) but at the end of the day my item never arrived and I am out $40. Don't you think Paypal should refund my $ and stop doing business with that Merchant? And if you don;t agree - what is the best way to get my $ back. It is just the principle now. My bank said they would get the $ back from Paypal but only if I say that I cancelled the order and while the merchant might be dishonest I a not.
