I had the same thing happen on August 9th and them on August 10th there was a correction where I was credited the $1.13 back. This month it did the same thing but hasn't credited the $1.13 back yet. It says the same thing as yours did and I have no idea what this is about. I have sent in 4 emails to Paypal and no response back.
