I can answer that. Its buyer requiremenys on eBay set by the seller. I have mine set as high as they can be also, if there is NO bid box or button there more than likely is no "contact seller" button. Unless its a pricey item ebay wont bother emailing the seller. I sell fairly high priced items and now and then i get emails from them asking me to allow xxxxxx to bid/buy an item or please contact this person Now to circumvent that issue of contacting the seller. Click on the sellers "about me" page from his profile/feedback page and there will be a "contact this member" button. For the list of buyer requirements your having a problem with see this page --> http://pages.ebay.com/help/sell/buyer-requirements.html One of the most common issues that will put people on the not able to bid policy is non paying previous bids or auctions, geo location, to may case's opened in the last year just to name a few and certain amount of negative feedback number will qualifiy. NO P/Pal account will also stop you from being able to bid. And dont use PPal e-check to pay, its a disadvatage for everyone involved. You can't change those requirements thats the sellers requirements. Ebay has no real say in who the seller allows to bid or how or when they demand payment. Most ebay policies are worded very carefully in "double speak" and the use they word "suggestion" an awful lot.
