Unfairly holding money that's mine , why ?

I lost my home because someone sold it to me that didn't own it . I became homeless . I am living literally out of my van . A dear friend sent me 650.00 to get me a place to live . He asked me if I had a Paypal account and I called them to make sure I was still active . They told me yes , even had some money there I had forgotten and they said I should have no problem accessing my gift of 650.00 . Well thier excuses are because my phone is a pre-paid phone they cannot verify I am who I am , even though I answered all the security questions and everything else they asked , including my debit card account numbers , I am denied access to this money . I called AT&T and asked them was the phone registered to me and they said YES , so I spoke with a Supervisor and she asked that I wait for up to 72 hours before returning the money to the sender for alternative methods of him sending me this money . She also said it was not a guarantee that I will be able then to access the money . I am homeless , 58 yrs old living in my van literally , I explained this and all that could be said was to just be patient and wait for money they have already recieved . Why ? Why do I need to wait  for money that a friend sent me so that I could be safe in a motel/hotel ? I was told if I didn't like the policy of having to wait , I could cancel my money , return it and log out of PayPal . Fair enough ? ... View more
